Jessica Dobrinsky is a researcher, writer, and strategist specializing in health policy. She has authored research on Certificate of Need, hospital finance, charity care, PEIA, and PBMs, testified before health committees in West Virginia and Maryland, and placed work in the Washington Examiner, The Spectator, Forbes, and Real Clear Markets.
Before founding JLD Policy Solutions, she served as Chief of Staff and Director of Health Policy at the Cardinal Institute for West Virginia Policy. She holds a Master of Public Administration and Policy from American University and a Bachelor's degree from West Virginia University, where she was selected as a Judith A. Herndon Fellow in the West Virginia State Senate.
She is the founder of Clear Lines, an independent investigative publication on West Virginia hospital systems.
